Driving Licence New Rules 2025 : If you drive any type of vehicle — such as a motorcycle, car, auto rickshaw, or bus — then you must be aware of the new driving licence updates issued for 2025. Let’s understand all the important changes in detail.
Driving Licence : Central Government Introduces New Rules
Many people drive two-wheelers, four-wheelers, or auto-rickshaws without knowing the official rules. As a result, they often end up paying heavy fines. The central government has announced new driving licence rules for 2025, which every driver should know.
One major update is related to the renewal process and fee structure. Now, if you want to renew your driving licence, you must pay ₹200 for obtaining or renewing a permanent or learner’s driving licence.
Now Getting a Driving Licence Will Be Easier
Under the new driving licence rules, applicants can now take their driving test not only at the RTO but also at authorized private training centers.
According to the government, this step will help reduce the rush at RTO offices and make the process smoother for citizens. Now, you won’t have to wait in long queues at RTOs. You can visit any government-approved private driving school, take your test there, and get your driving licence issued.
Additionally, these new rules will eliminate the need to pay middlemen or brokers. You can simply go to an authorized private driving school, complete your test, and get your licence issued directly.
New Driving Licence Rules: Heavy Fine for Underage Drivers
According to the new regulations, if any minor (underage) — whether boy or girl — is found driving a vehicle, a fine of up to ₹25,000 will be imposed.
Moreover, the vehicle’s registration certificate (RC) can also be cancelled. Parents or guardians will be held responsible if their underage child is caught driving.
These steps are being taken by the government to reduce road accidents and ensure stricter compliance with safety rules.
Changes in the Driving Licence Process
The government has made the entire driving licence process simpler and more modernized.
- RTO test no longer mandatory: You can now take your driving test at an authorized private driving school.
-
To be recognized, these schools must have at least one acre of land and modern testing facilities.
Additionally, the updated fee structure is as follows:
- Learning Licence : ₹200
- Permanent Licence : ₹200
- Renewal Fee : ₹200
-
International Driving Permit : ₹1,000
Medical Certificate Mandatory on Sarathi Portal
Starting December 31, the new rule has made it mandatory to upload your medical certificate online on the Sarathi portal.
This rule has been implemented in Uttar Pradesh, and other states are expected to follow soon. The government has introduced this step to prevent fake medical certificates.
So, whether you are applying for a new licence or renewing your existing one, you must upload a valid medical certificate on the Sarathi portal.
Easier Licence Process in Bihar
For residents of Bihar, there is great news! If you drive a vehicle but don’t have a driving licence, the process is now easier.
Maruti Suzuki, India’s leading car manufacturer, is setting up new driving licence inspection tracks in five districts of Bihar.
The company has signed an agreement with the Bihar government to build automated inspection tracks under a single-window system for licence issuance. This means people in Bihar can now get their licences more quickly and efficiently.
The five districts where these centres are being set up are:
- Bhagalpur
- Darbhanga
- Gaya
- Purnia
-
Saran
These inspection tracks will be fully automated, with minimal human intervention, ensuring faster and more transparent processing.
Conclusion
The new driving licence rules 2025 aim to make the process simpler, transparent, and digital-friendly. With the inclusion of private driving schools, online medical certification, and automated inspection systems, the government is focusing on improving road safety and reducing corruption.
