Birth Certificate New Rules : A birth certificate is one of the most essential documents that serves as official proof of a child’s birth date and place. If you are planning to apply for a birth certificate, be aware that new rules have been introduced. Let’s understand how the process of obtaining a birth certificate has now changed.
New Rules Issued for Making Birth Certificates
In Bihar, new regulations have been released for issuing birth certificates. According to the new rule, if you want to make a birth certificate after one year of a child’s birth, you must now obtain permission from the Sub-Divisional Magistrate (SDM).
Previously, approval had to be taken from the BDO (Block Development Officer). However, as per the latest update, SDM permission will now be mandatory.
In urban areas, Assistant or Block Statistical Officers have been authorized to maintain registers for birth and death certificates. This change has been implemented to ensure that no discrepancies or irregularities occur in the certificates.
Patna DM Issued an Official Order
In rural areas, Panchayat Secretaries will handle the preparation of birth certificates. Patna District Magistrate Dr. Tyagarajan S.M. has issued letters to all registrars and SDMs regarding this new directive.
According to the DM’s order, applications for birth or death certificates within 21 days of the event must be submitted to:
- Urban areas: Assistant or Block Statistical Officers (City Registrar)

Rural areas: Panchayat Secretaries
For death certificates applied for after 30 days, documents such as a post-mortem report, FIR copy, or court order will now be required.
Documents Required for Birth Certificate Application
To apply for a birth certificate, you will need the following documents:
- Hospital or doctor’s report
- Record from local health worker (Sevika)
- School certificate (if applicable)
- PAN card
- Aadhaar card
- Driving license (DL)
- Passport

In rural areas, applications made after one month of birth must be approved by the Block Statistical Officer, while in urban areas, those after one year require SDM authorization.
Authorities have observed a significant increase in delayed certificate applications, prompting this decision to ensure greater accuracy and transparency in the birth registration process.
